Ghallahorn Solution
So obviously ghallahorn is op (sorry if thats not how you spell ghallahorn). What if you took off its tracking and instead give it to dragons breath? That way you have 3 good exotic rocket launchers: one with amazing tracking (truth) one with tracking and a pretty cool perk (dragons breath) and one with no tracking but an amazing perk!

You dont even have one, shut the -blam!- up its not even good in pvp therefore you have absolutely 0 reason why it should be nerfed, ofcourse unless your scrub ass wants it to be sold.....
