Hey Greg, it seems that you've gone through a slew of possible solutions on your console, but what kind of network troubleshooting have you done? Here are a few things you can look at that may offer you better results.
-How many devices are connected to your network? Multiple devices can bog down your connection speed, so disconnect anything that is inessential.
-How old is your modem/network equipment? Your ISP may be due to offer you a replacement modem. I have personally experienced better connection speed just by exchanging my current hardware with my ISP, maybe the same will work for you.
-Is your home Wi-Fi properly secured? Open or poorly secured Wi-Fi signals can be easily access by others, with the proper know-how. This will also slow down your connection speed, as devices you may be unaware of may be sucking up your internet.

Hey thanks for the response. Looking at the couple options you mentioned, I feel like they shouldn't be an issue. I tried the download first over WIFI, then using an Ethernet cable. The WI-FI was secure, and I was downloading the update at around 5 am (sleep schedules aren't my specialty) so I doubt traffic was an issue. On top of that, I also tested the speed after using the Ethernet cable with speedtest.net, and it came back with ~95 Mbps and 75 Mbps for download and upload speed respectively. Other downloads haven't been an issue, is there anyway the problem can be attributed to the Destiny update specifically?
