Hello, I was stuck in a level too for the longest time ever, until I stumbled unto a legendary engram and from then on kept upgrading it to where my level is now. My suggestion is to just keep playing the game. Playing in a fireteam with friends or even with strangers could help, especially if your going on high level strikes, missions, etc. where they could help carry you through and then you could be rewarded with something good.
