It shouldn't really be guaranteed its a exotic if you get it you get it. I wanted the universal remote and the hardlight since I first laid eyes on them. I just got them recently. U should really blame bungie for the short story and the lack of end game content. This cause people to focus more on hunting ecotics then enjoyin the game. most people only play at this point to collect the exotics theirs not that many challenges out there.
