I've heard the Speaker kind of whisper to himself "Good... then they are vulnerable". He said it when I went up the stairs towards him, kind of before he turned around and acknowledged me presence. Felt like he said it about us, the guardians...
It's very interesting that he also says "If only the Nine would help...". I thought we got help from the Nine through Xûr? Dosen't the Speaker know of this? Is the Exotic exchange happening all in secret from him? Does that mean that the Nine does not approve of the Speaker? Could he be having his own agenda?

The nine almost seem like arms dealers...secretly supplying us with weapons and armor while retaining a neutral position. The queen and the reef....not so much.

Xur is a benefit to the tower where they wish to maintain what relationship there is with the nine. From what we know the nine are not clear with their motive and may be ambivalent to the struggle between the light and darkness. Maybe one day we will know :/
