Attack Damage vs Impact

Can someone definitively explain what determines damage in this game? Best yet, could Bungie just... put it out there so we know? I keep seeing different explanations saying completely different things. A straight, tested answer would be great. A straight, Bungie confirmed answer would be greater. Thanks. ~Ricochet EDIT 1: I also need to know, apparently, if Impact is the same across all weapon classes. Does my Pulse Rifle with the same impact as my Scout Rifle do the same damage per round (not per burst)? Again, how do we know? Anything confirmed?

    Due to all the "weapon tunings" bungie haas done. Theres a lot more math to be involved now when comparing gun. Look at it this way. You have two scout rifles. Both have 331 damage. However Scout 1 has 25 impact and scout 2 has 35 impact. Scout 2 will deal more damage. Now when comparing two different guns.... You have Red Death at 35 impact. You have Suros at 35 impact. Both have 331 damage. But because of the "behind the scenes weapon tuning" even though the stats dont change directly, Red Death will do more even though their damages and impact are the same. Reason being Bungie has nerfed auto rifle damage so much and now buffing pulse rifle damage a lot. [b]Note[/b]: The stats i used are not the actual stats of those guns. It was simply comparing how, even though two weapons of different types have same damage and impact, one is still stronger than the other because of all the weapon tuning Bungie has done. Edit: When i say comparing two different guns, i mean of same weapon slot type. Ie, Primaries to primaries. Or specials to specials. And heavies to heavies.
