They should hurry up and implement The Fate of all Fools already. It really pisses me off that only one guy in the world is special enough to have it, no matter what his circumstances are. I found one of my best friends frozen in a creek, his skin was starting to blacken and his fingers were the size sausages and that's my last memory of him that I can never erase from my brain, another blew his brains out exactly a month after for that exact reason. There, I have a sap story too, wanna gift me the gun too Bungie? Probably not.

I got the rapier one with explosive rounds from vanguard package. I really love it, i just wish the 13 shots in the mag were a bit more. I see myself not using this thing very long because of the mag

I got dropped Another NITC and really like it already up to 331 - 21 mag lets me get in a few extra shots to finish off some of the tougher non-boss enemies with out stopping to reload, nothing fancy - just a good tool to bring along and keep my special/heavy slots open for exotics

If you really want a scout rifle I have a Badger CCL from the vanguard that has both explosive rounds and firefly that rocks pretty hard. It has impact and range greater than the Vision of Confluence.
