Did Not Receive Vanguard Commendation

Hi, I just leveled my 26 Titan to Vanguard Rank 2. I was expecting to receive a Vanguard Commendation in the mail. I have left for orbit and re-entered the tower. Please help me get my Vanguard Commendation.
