This has happened to me too many times! I believe I have discovered, now, how to prevent it from happening anymore, but it should not happen under any circumstances. I have tried to use ammo synthesis on three occasions and then discovered that it took my hard earned winnings, stole them. Not only did I not get the weapon refill but it still made me wait the five minuits just to do it again to me. I finally read about it happening to someone else and what they thought was the cause. Basically do not let your consumables inventory slots become maxed out or all filled. I realy do not know why this should matter but it seems to be the cause. I realy want to be reimbursed! This sucks!
