Suggestion for fixing cryptarch and legendary/raid drops in general
Warning if you don't want to read my whiny story skip to the second paragraph for a real suggestion.
I have had terrible luck with the destiny RNG system. Before the engram patch I decoded 25 legendary engrams before I finally got one. After the patch I get maybe 1-2 drops per week and out of 30+ cryptarch packages decoded I have ZERO legendaries to show for it. Every time it is just 2-3 blues and twice I have gotten a shader. Furthermore I have decoded literally hundreds of blue engrams since the patch and only one has turned legendary. I thought the chance for a blue turning into a legendary was increased because for me it is about a .001% chance.
My suggestion is that there should be a system in place that checks when the last time you got a decent reward was and if it has been 100+ blues, or 10+ cryptarch packages or X amount of time played it should give you something good. This system would be on top of the existing rewards system and would only kick in if someone (like myself) has consistently bad luck. If you are one of the lucky few that gets legendaries all the time then the system would not give you a mercy/pitty engram.
p.s. This should also be applied to things like raid gear because it took me literally 10 raids before I got my first piece of raid gear which is extremely frustrating when you only get 1-2 chances per character per week. I have seen people get three pieces of gear on their first run and frankly that is BS.
