So, as far as I can tell, RNGesus hates me. I've been completing 5 crucible bounties and 5 vanguard bounties every day for the past week or so, and in total I think i've put over a days worth of game time into doing these bounties, and yet for some strange reason i've still yet to acquire ONE exotic bounty. Know that I am level 28 and (from what i've heard) that makes it even MORE common to get exotic bounties. I think the RNG should scale to how much game time you've put in because I still have no sign of progress.
