Do you mean the early access to the vanguard armory code? At your level it wouldn't be relevant, as they stop leveling at 10. Just to note, the vanguard armory and the vanguard legendary weapons are two different things. The Armory is located at the vanguard quartermaster in the shipyard area. These weapons keep scaling all the way to ten and are meant to help you boost up the ranks with weapons that stay relevant for some time. It is not, however, free access to the Legendaries that are held by the vanguards.
