Guardians should be able to explore the city not just be stuck on the tower

[i]Please[/i] tell me I'm not the only one who saw the title and thought of this... And I don't really see the point. It's too big an area to just walk around and see the sights in; it'd need to let you play a cop role and bust up the City's crime rings.
