Goji was originally a response to the nuclear bombing of Japan, and had a not-so-subtle anti-American theme to it. Now with the latest reboot, we see Godzilla coming to save America, even being called the "savior of the city" of San Francisco. So he went from the terror of Japan (in the Hesei series) to the hero of America.
