The second word is "Ratchet", usually used when describing something that is either ghetto or really broken down looking.

I've never heard the first phrase used. I've heard the second far too often for this generation's own good.

I've never heard "ratchet" to describe anything other than a wrench.

My girlfriend says the word 'ratchet' is common in Delaware. I've never heard it in Florida or North Carolina.
