He means flashing your lights to warn others a cop is nearby so they have time to slow down and avoid a ticket.

Well me and I'm sure others too respect police and know how dangerous speeding is in some situations even though we race in our backyards. If the cops are writing someone up then it means the driver was endangering others and just being a general idiot on the road

Many times speed limits are unbelievably low and speeding CAN sometimes be dangerous, there are plenty of times it's not. We should ban reckless driving, not speeding. Also, respect has to be earned.
