Why do you think The Rookie doesn't talk? Be creative.
Does he have PTVD caused by some horrifying experience in battle or even something involving family deaths? Or do you think he just prefers not to talk? If so, then why does he prefer not to talk? Anti-Social? Let's hear some possibilities. Be creative.

He was traumatized after watching a dying man blow himself (and a bunch of assorted covenant and traitorous ODSTs) up with a tactical nuke during the battle of New Jerusalem. Or at least that's what evolutions goes by because he can talk in there.

Mute button got stuck on impact. Can't get the helmet off either. Shrug. It happens to newbies ermmm roookies sometimes. I imagine a hidden cinematic showing the rookie finally figuring out that there was dust on the mute bute that it didn'teally say ME but MUTE. Seriously though true legends don't need to speak true. There is nothing more fearsome than a powerful enemy bearing down on you without a word. Seriously it really does increase the fear factor. You know you are in for it when the enemy get quiet.
