Here is what I believe is what covenant have in technology that equals what you have listed for the UNSC/humans.
[spoiler]Tier One: Grunts/Jackals, Elites/Brutes, wraiths, Spectres, corvettes
Tier Two: (nothing I know of that is similar to orbital defense) Locust (closest)
Tier Three: Cruisers
Tier Four: CCS Class Battlecruiser, Zealots, impulse drives
Tier Five: Brute Chieftans
Tier Six: Arbiters, CSO Class supercarrier, Accurate Slipspace Jumps[/spoiler]
