If need be, the only possible way to delay their program indefinitely is by US airstrikes. So, I'd say you're right in your assessment. I also implore you to look over that PDF. While US airstrikes, along with military efforts by regional allies, are really the only way to indefinitely delay their program, any attack on Iran could have severe repercussions. The PDF does an excellent job of outlining both how a sustained military operation against Iran could play out and what consequences could arise from such an action.
