In my opinion, it is a problem that North Korea is trying to play up its strength on the world stage.
Realistically, famine, poverty, and economic insignificance makes Pyongyang inconsequential. However, give them a few nukes and they'll act as though they're just as powerful as countries like France, the United States, Great Britain, Russia, etc. Global war in the early 20th century bankrupted some of the most powerful nations in the world (Russia, Germany, and France especially). Pyongyang would be unable to fight in such a conflict with the resources they have access to, but nukes change that. Suddenly, a relatively normally inconsequential (if unstable) country is able to threaten larger global powers with the threat of nuclear weapons.
I'm not saying that the countries of the world should carpet North Korea with missiles, but they are a country that should not be underestimated.
There nuclear weapons really aren't very sophisticated.
They would never touch the U.S.
South Korea on the other hand...yeah they might have a few problems.
