BUG: Enemies slowed by bleak watcher stop activating any weapon perks.
As of the Edge of Fate, enemies slowed by the bleak watcher aspect seem to be extremely inconsistent at activating kill-based weapon perks like demolitionist. This seems to be specific to enemies slowed by bleak watcher only - once they freeze, things become normal again.
In the following two videos, you can see this in action. My glaive has enhanced Demo + Wellspring, and i have feed the void devour. Normally, one kill would net ~50% grenade energy with this setup, but when the target is an enemy slowed by bleak watcher before killing it, it only returns a small chunk about half of the time, which shows me that only devour is activating, not my weapon perks.

I've provided videos of both with and without rime-coat raiment, because it is also bugged and creates a similar effect. This should show that the bug that is the subject of this post is specific to bleak watcher as a whole, not rime-coat raiment.
