The outrageous drop rates are by design. They want you to play for as long as possible so they can show investors that player retention numbers are up.

The problem is current seasonal activities are monotonous obnoxious time sinks. Nobody wants to spend 45+ mins in an activity for the "chance" of mid loot. If they made activities that were actually fun and interesting with banger loot attached people would be over the moon.
