Then you are missing one or more missions on Legendary on the respective character
The triumph only states to complete each mission on Legendary, for the rewards you must complete each mission on Legendary on the respective character
Select each mission on Legendary once and see which ones have a Red modifier
Any mission with this modifier was never completed on this character
And complete every mission with this modifier, then go back to Nimbus

No To get the triumph you just have to complete every mission on legendary, no matter which mission was completed on which character. For the Legendary Campaign reward you have to complete every mission on Legendary on the respective character (for you it seems to be the Hunter) So while on the Hunter, select each Lightfall campaign mission on Legendary and look at the modifiers to see if one or more have a red colored modifier. Any Legendary missions on your Hunter that have this modifier have never been completed on the Hunter. Then just complete each mission with it and you're done

Have you previously completed it on a hunter (ie a deleted hunter)? tried restarting then speaking to nimbus again? Does nimbus say/offer anything when you speak to him? Ie exotic engram? Do you still have the quest line?

I completed the whole campaign on legendary with a huter I had, did not receive any gear, Nimbus never showed any option to caim it, so I deleted that huter and completed the campaign a second time, did not receive it this time neither, no exotic engram, I still have the questline.

[quote]I still have the questline.[/quote] That very likely may be the issue in this case - the game isn't considering the campaign as completed until you have done the quest line - the good news is you can do the rest on classic rather than legendary
