Pretty sure that's literally the point of the gun, hip firing. Also landing crits with DMT and landing crits with basically any other gun is not the same thing. The thing wants you to hit those head shots and will help you do it. The main problem with cranial was the constant two taps with very little set up. You can complain about it but even with the 130 RPM catalyst nerf it took it was still literally the best primary exotic in the game and it wasn't even a contest. This way it is still extremely viable without having the ability to break out of it's damage model with no real additional set up. I would wager now the gun won't recieve any more nerfs it is in a relatively balanced state and is still extremely viable in pvp and pve.
