If the expectation being sold to people is to have a certain level of access for a year in a deluxe edition, it seems like there's something deceptive about springing an "Upgrade" system to the already existing one 4-5 months in.

Nowhere does it state that you will receive access to all cosmetic items released from Seasons 16 through 19 at no additional charge. Under your argument the fact that they have been selling new Eververse cosmetics since the start of the current season would mean that they have already engaged in the “deceptive practice” you allege.
To be clear the so-called “upgraded Event Card” merely allows you the chance to obtain a specific set of cosmetic items that otherwise would have been sold à la carte through Eververse.
If you do not choose to buy the upgraded Event Card you will still be able to access the free event seasonal activity, you will still be able to earn event rewards (aside from those included in the upgraded card) by completing the standard Event Card which you will receive for free, and you will still be able to complete the individual event Seal as well as earn progress toward completing the multi-event Seal.
While there are plenty of reasonable arguments against the introduction of a new form of monetization for cosmetics into the game at this point, claims of “deceptive practices” in relation to the sale of the Witch Queen Deluxe Edition do not hold water.
