who thought putting that super in the fastest tier was a good idea????? like its meant to be competitive not a free win, since the only supers that can break it have a longer cooldown. If the games not a complete one side stomp as soon as its 3-2 or what ever its over once there supers are up. please engage at least partial IQ when making PVP content bungee. just an idea in case you didn't think about it, but have different cooldowns for PVE and PVP? and maybe play test the game with some competent players or hire someone who cares about PVP that or just get rid of it if you're going to put in so little thought.
