Hey,
When did you collect the cipher from the quest you completed?
If you picked it up today, then that counted as your completion for the week and you will have to wait until next week to pick up another quest.
If you want to collect a cipher every week you have to complete the quest and collect the cipher before Xur leaves on Tuesday's reset. Otherwise, you'll only be able to collect one every two weeks.

Unfortunately, abandoning Xenology soft locks that character out of the quest since it cannot be recovered from the Quest Archive and Xur will not have another until you complete the one you've abandoned. You will have to create a new character, pick up the quest with them and complete it. After you collect the cipher, Xur should have the quest again for your main the first time he appears.

Hi, the problem is that i couldn't collect the cipher from this week/today. The quest disappeared from my Quests and i wasn't able to pick up a cipher from xur even though i know that i completed it this week and i seem to be unable to pick up another quest if it were possible. Like i said earlier if you need any video/photo proof i'd be happy to send any, the only thing is i dont have any proof of having the quest since this just happened out of no where.

If you tried to collect the cipher without an open slot in your inventory, then that cipher has been lost, unfortunately, as exotic ciphers will not go to the postmaster. You will need to wait until next week to pick up another quest. The only other possibility is that you abandoned the quest with that character. If this is the case, then you should still either have the quest on your other characters or you should be able to pick it up from Xur. If the quest disappeared from all of your characters, and you didn't abandon it, then you likely completed it.
