Bungie has listed the Ghorn as one of the D1 trouble weapons and as such won't be returning in anywhere close to what it is now if at all.

Based on what I've heard about Eyes of Tomorrow, it sounds like that's designed specifically to fill the niche that Gjallarhorn was intended to fill (add clearing rocket launcher) with a builtin debuff to boss damage to prevent it from being used for single-target DPS.
