When you setup cross-save, you selected your Xbox account as the active save data. This would be why you cannot access your Steam characters. As cross-save means choosing one set of save data to be accessible across all linked platforms, you can only have your Xbox characters active, or your Steam characters. There is no merging of account data in any way. If you only want to make your Steam data the active save, follow the instructions provided below. If you want to be able to play both sets of characters, you will need to deactivate cross-save; then you either play each on their respective platforms, or separate them to cross-save them independently with alt accounts. This would mean two Bungie profiles, one for the Steam main, and one for the Xbox main. As Steam Family Sharing is not supported for Destiny, you would need to purchase any desired paid content for each account.
