It's the only conclusion that can be drawn since they seem so adamant to turn a blind eye to all the posts on the find fireteam section blatantly offering to getting gear, stats, or completions for money. They won't ban accounts that are less than a month old, sitting at base power level, with only one character on the original subclass, yet are posting for endgame pinnacle activities. Further evidence is that those accounts that do make those posts, cannot even be reported on their account page. Sure there's a report button on their account page, but if you try to use it you're just told that the account could not be found. Even if you report their posts, hours, days, and weeks later you will still see that same account making post to sell stuff. The moderators and ninjas won't even say they don't support service sellers, even though what they do is against the terms of use.
