This is how I would fix fusion rifles...
Taking damage whilst charging up your fusion rifle increases your bolt spread.

With all the focus on "fixing" fusion rifles how bout go look up weapon use in crucible and kills with said weapons. Based on those numbers there will be nothing to fix. If you use real data you will most likely see that shotguns are still a problem.....
