Restricted Access to Crucible might stopp Progress for Exotic Weapons/Armor Quests in PvE

I did put that up to make people giving good counsel and thoughts about restrictions in general in Destiny 2 when new content will arrive soon.
Hoping nothing in the upcoming "Warmind" DLC will prevent you to do your PvE content or even restricting use of fully unlocking Exotic Mastery items.
Assuming that Exotic Mastery Items will have quests that you need to do in restricted Access Crucible or any other restricted PvP areas.
Assuming that by this you cant even start Exotic Items Quests and therefore punishing you again by furthermore restricting you to use / unlock better versions of Exotic Mastery Items in PvE content.

[b]As i have predicted before the "Warmind" DLC came live, there came exotic Catalysts into the game which could only be found and fullfilled by quest in the crucible activities.[/b]
Every player with restriction to the crucible have been convicted now a second time. They allready had their restriction for something done in the past and now cant get the full content of the "Warmind" DLC which they payed for.
The weapons they like to use in PvE content cant be upgraded to exotic mastery weapons by them.
Those people payed for content which they should get despite having broken the ruleset monthes before.
The DLC cant be fully used by those people. Exotic Mastery Weapon Catalysts should not be hidden in Crucible activities. Especially not when those Weapons, for which you search the catalysts are good weapons for PvE Activities.
Bungie messed this up by not having this in mind. They botched it again.
Please Bungie, get some people thinking straight for future content and stop punishing people twice for one thing with a timed delay. By bringin out content which restricted people, who payed for the game, cant reach.
There's nothing in the your set of rules which covers this situation and more important: No justice system in the world, no judge in the world would punish you twice for the same crime. makes no sense to do that. Judges think this through and use the given set of rules called laws. Bungie does not. Bungie just did the impossible unfair thing to come true.
It seems like a purposed action to be mean. Dont do that Bungie, you allready did too much things wrong in the eye of the communty. This is another kind of event which you didn't had in mind.
You need to think it through thouroghly.
