Sounds workable except the 1 security guard per school. There should be a percentage of security personnel to the number of students. The more exterior doors, the more security needed.

I'd personally like to see at least one security liaison per entrance to school. My old high school had 4 entrances at all corners of it, and we only had one guy who was pretty much in charge of guarding all entrances. At least he got 5-8 miles a day of walking exercise. I don't know if they now have more than one officer now though.
