I was under the impression that the Crucible didn't come along until after Twilight Gap. Do you have a date on when it was formed? I'm asking because one of my (comedy) fanfictions deals with the formation of the Crucible, and some of the inherent problems.
It's in the Gallery, if anyone is curious.

There is no date given, but in Shaxx's card, it says after the Twilight Gap, he devoted all his time to the Crucible, which implies there was a time when the Crucible existed that he didn't spend all his time yelling at you to control the zones.
