However, while I think you got the Jade Rabbit reference itself right, I believe that the "kinetic low-atmosphere propulsion" system from the Grimoire is a reference to the actual linear accelerator present in Anchor of Light on the moon, and not the Chinese rover.
An accelerator is basically a giant railgun, designed to "shoot" cargo and ore containers via electromagnetic propulsion into low-earth orbit, where they could be picked up by a tug. The system is described as low-atmosphere because an earth-based accelerator would produce drag, sonic booms, and air friction combustion on the launched container, making it less feasible for constant use in a thick atmosphere.
I think the intent with the JR scout rifle is that it's a mini railgun, cobbled from parts and technical knowhow by maybe the last of the Lunar engineers, and I think the Chinese probe definitely served as an inspiration for Bungie, as well as a tie to the colony facilities we explore in Destiny.
