Agreed, drug burn and shank burn feel like the most useless perks in the game. And the game has the "vacuum" perk.
I don't know why they had to put it that way. It should be as old raid weapons were. Bonus damage to fallen majors or something plus 2 tea perks.
PoE weapons are the ones I am least excited about currently for this reason. They feel like less of a weapon when it can't be re-rolled and only has 1 real perk.
Yeah not to mention PoE Primaries are especially disappointing because of this. That and their perks all around really aren't that great, and don't really offer to much help to improve the weapons performance with each one.
Perfect Example:
Fang of Iryut VS Wolves Leash
Fang gets 2 starting perks, one of which improves reload speed when the mag is empty.
Stability Upgrade
Field Scout
Oversized Rounds
Third Eye
and Increased Damage to Fallen Majors
Wolves Leash gets Triple Tap(which isn't that bad but I feel for Scout Rifles it should return atleast 2 or 3 shots to the mag rather than 1)

Stability Upgrade(the most worthwhile perk on this gun)
and then a Random Burn bonus to a Fallen enemy(which really sucks because it could take several copies of this weapon to get one thats final perk is actually useful.
