This is normal. Regular legendary and rare drops will be -5 of your base power level. So your 384 character has a base PL of 379 thus the drops are 374. Your two 385 characters will work a little differently because once you hit the max base power of 380 then random drops and vendor engrams will be anywhere from 374 to 380.
