SMS Verification Error 42 / Error 31 - Unable to verify phone

Platform: Steam
I'm unable to complete SMS verification for raids. i've tried:
- Multiple browsers (PC and mobile)
- Two different UK mobile contract numbers
- Signing in with the correct steam account
Initially i receive Erro (42) immediately after pressing Send Code. After multiple attempts i receive Error (31) - "Patience is a virtue!"
i've already waited between attempts and confirmed I'm using the correct bungie account. Could someone please look into wether my account is blocked from SMS verification? It has been happening for a week now and can't play any raids with my friends.

Hi there, Please try logging in through an incognito window. If that doesn't help, try clearing your browser cache and waiting over 24 hours before trying validation again. If the issue persists, you may need to try a different phone number for validation.
