They bought it and launched the game before setting up cross-save, so the passes were correctly applied to their Steam account.
They need to go to https://help.bungie.net/hc/en-us/articles/360049497351-Contact-Form-Missing-Eververse-Item-or-Add-On-Items and at the bottom it has a 'Submit Request' button. They will want to explain it the situation in the ticket, Bungie will look into it, and if necessary will apply the passes/key to the PS account.
