Because tier 10 resilience is goated.
Taking less flinch and having max break point for all weapons forcing everyone to be more accurate. It punishes bad players, helps me win gun fights, and unless you're using a cringe ability build I rather have my stats go to resil rather than a melee or grenade.

i feel as if it's only useful in niche situations and bumping it down to 70 and sending those 30 points into intellect is the better option

Depends on the player. For me personally I rather have the security of living in every single situation possible, especially because I play my life a lot. Also I usually have between 80-100 intellect anyways and I play good enough that more often than not I get my super before anyone else in a game regardless. If I was playing a specific ability build I could drop the resil or even intellect, but since I run hand cannon shotgun 90% of the time I rather just always have 100 resilience.

that's fair, i play on warlock so i like my abilities having a high uptime, my stat distribution is t1 mob t7 resil t10 recov t10 disc t7 int t5 str

Oh brother you need some armor upgrades. My warlock I have triple 100 and still 4-5 on my grenade and melee for my t-steps.
