Obviously I'm not aware of that "mod option" limit, but even if you are right, then there should be other ways to soften the bad luck? The dungeon chests could drop tokens similar to Spoils of Conquest and then you could focus at the final chest (raid style) or Xur (Tower vendor style). Also I agree with Delta Bear 010, dungeon clear or raid clear should mandatory award one weapon at the final chest like a bonus reward. Also I suspect there is mechanic that prioritize armors to players who are new to the activity. How did I guess that? Well at one time I was so bored that I started alt account. :) Of course I could be wrong, but I digress... if they can create new kind of engrams with each season, I don't understand why reworking the dungeon ones is not feasible. Dungeons are very important part of the game and Bungie asks money for most of them, so it makes sense to keep those activities in good shape. As for the one time armor drops I agree - it doesn't make sense, but possible work around is just remove one of the Prophecy sets and put it to Eternity Xur (btw I don't necessary demand that it should be Xur, but it kinda makes sense). Finally - I realize that eventually all dungeons will receive loot update similar to Prophecy and for some of them they might even include crafting. But the loot refresh and ways to be more focused are different questions. Speaking of loot refresh - GoA desperately needs one more weapon on the kinetic slot and probably one more heavy. :)
