First thing - do you have the correct Twitch account linked? if you do then can you head to https://www.bungie.net/7/en/Codes/Partners and see if its listed? if not can you press the refresh button and then see if that causes it to be listed?
If it is now listed you'll want to restart D2 and check collections->flair->emblems->general.
If it isn't listed, you'll want to contact Twitch to see if there are any communication errors between them and Bungie preventing the drop.

The API shows its not currently unlocked for you, can you go through the stuff above and recheck it to see if that fixes it?

i went through it all again i can send you the proof i got a gifted and used my own sub on a d2 stream
