Delete/reinstall.
Verify game files.
Confirm graphics settings in game.
Confirm graphics settings in system.
Update any graphics drivers.
(If graphics drivers are up to date) Try rolling back to a previous graphic driver.
Basically check anything to do with your system that may have changed recently.
It could be something unusual and not expected.
Example: I use a wireless Corsair headset for gaming, if it's not turned on, Destiny WILL NOT load at launch. This doesn't happen with anything else I play, only Destiny.

Edited by Braywolf: 6/2/2024 7:19:13 PMSadly I have tried all of these trouble shooting methods and had no effect. I did update the drives and got up to 30ish FPS but the moment I enter combat like say a lost sector or public event it drops back to the 15 to 20FPS lock.

That sounds terrible. Not sure what else you could do apart from a complete reinstall of your operating system. Only thing I can suggest is to try another PC or even console to see if it's actually your account or if it's something to do with your PC. At least that way you'll know for sure where the problem is. I wish you luck.
