No. You can reset Xur a total of 5 times. There are no "seasonal rests". Once you reset him 5 times you will not have the ability to do it again. Did you try going to see him?

All you said was "it isn't possible". Why isn't it possible? Also, his popup will occur if you have something to collect, like a reward or engram. Scroll through the rewards to see if any say "not enough space".

I reset it 5 times that same season dares was released, so i’m not able to reset it again. I just get the banner saying a reset is available. There is no engram to collect. Nothing to reset.

I haven't seen anyone else post about it. Maybe not a lot of people have reset him 5 times. God knows I was one and done. Unfortunately a bug then.
