If you could take a video of this bug occurring, such as how you described getting an arc kill and immediately checking and seeing no progress occurring that’d be your best course of action.
This will let Mentors pass the bug on to Bungie easily.

This is what we stumbled on looking for answers on reddit: "The reason why it is not getting progress is because that particular version of the quest is no longer a thing. It has since been updated twice now, making it easier and easier to obtain. It is now acquired from Shaw Han in the Cosmodrome. If you abandon your quest (dumb, I know), you can go pick up the new, easier quest." Hope this helps. EDIT: Sorry, posted under the wrong comment.

Thanks for letting me know how to proceed. I've taken footage of the issue and put it on Youtube. I get an arc kill at 0:38 with an arc auto rifle and then check the quest immediately after, and arc progress is still at 0%. I've also had kills with supers that haven't progressed the quest.
