In order to progress the Fourth Horseman, you need to access the Legendary version of the Quarry Lost Sector. Gong to the Quarry Lost Sector yourself is the normal version, not the Legendary.
You can access the current day's Legendary Lost Sector from the computer just beside Rasputin's interface in the Bunker after clearing out the Bunker. The current day's lost sector rotates between 3 lost Sectors, so if the Quarry isn't today's, you'll have to wait until it is.

You must clear the bunker before you can interact with the console. Activate the activity by the large door you walked through initially when you went in to clear the bunker out the first time. You must clear the bunker each day after reset to be able to interact.

Thanks. Much appreciated. Not trying to sound lk a noob but the enemies I that room keep healing faster than I can damage. Even though I'm 1002 light.

yeah, they can be tough. make sure you have the right mods on your gear and clear all the normal adds before the champions.
