They wanted to lower its ease of use
It's honestly a low risk, high reward item

Except that the Mag. Howl nerf doesn't do that. Chaining the perk to fight multiple targets took skill, so if anything, they've just reduced the skill ceiling, but haven't brought up the skill floor.
