Microsoft handles the licenses for xbox. Bungie does not troubleshoot for gamesharing. You will need to contact xbox.

I have contacted Microsoft 10 times, they say contact bungie each time

If you game share only the account that bought the game gets it

This is the only time this has happened when i do "set my xbox home" it works every time and i get everything my friend has including dlc but with destiny 2 its a different story
