Weekly restock benefits the players who are on top of things, but punishes anyone who doesn't immediately grab god rolls.
Similarly, Legendary Mark economy is nonexistent for the players at the bleeding edge of endgame (raids, trials), but plays a big part for those aren't still grinding up to vendor gear. It just so happens that most of us finished that stage in a few days because we no-life.

I don't really agree with that. That statement is only true if the so called vendor god roll stays on top of the meta. While that of course can happen, I find it way more likely that the reason these weapons seem to stay on top of the meta is because they are available, rather than that they are the best. In fact I would say that the current system has just as much potential to punish the casuals and reward the hardcores, simply because the good vendor rolls can still be beat by a good random roll. Which in itself is more likely to be inaccessible to someone that plays less hours a day. Also there is really no point to leveling up using legendary marks with the current light progression set up. Some people might do that, but the current progression system was clearly not designed with that purpose. And that is still the crux of my argument. Legendary marks serves close to no purpose in the game. You might argue that it does for the more casual players, I would argue that if it does it only does out of ignorance, not out of need. Therefore the system is failing them as well.

It's nice having constants that act as a baseline. You know that if you need a hand cannon, you can grab a Palindrome. If you need a pulse, Party Favor. That's why vendors are there, to ensure that you can't get stuck with absolute trash via shitty RNG. They're the Xur of legendary gear. I could see them rotating every balance patch, but more often than that is just going to throw things off. The current progression system has to take into account players who just bought the game. As it stands, completing TTK content will get you to the sub-335 mark. Then you can use legendary marks to hit the 350 or whatever mark. Basically what vendor gear did in Vanilla, HoW, and TTK. Gets you to the endgame, but that's it.

Well that isn't really true either. They do not work as a baseline in that sense because most of the vendor weapons are absolute trash, again with a few exceptions. Not to mention that restocking them would not remove the weapon types from play. All it would do is create a more varied and dynamic baseline. There is no reason it would throw things off, unless you personally are against a more interesting meta. And again. Using legendary marks to level light from 335 to 350, or 390 which it actually is, is by far the most uneconomic way to level light. If anyone chooses to do that, it is more likely to be out of ignorance than need. The only light increase that would hold any value in the current progression system is the 5 light between the cap of legendary engrams and blue drops, which is 385 and vendor gear, which is 390. The point I am trying to get across to you specifically is that, there are already much more efficient ways to increase your light from 385 to 390 than using legendary marks. Not to mention that a restocking vendor would not stop the people that choose to go that route from doing it. In fact I highly doubt that the vendors were designed with progression in mind, at least not under the current progression design.
