My perks were so bad I dismantled it. I have been waiting for the gunsmith to bring it back too.

Did you know that if the perks aren't what you want you can wait for better ones? You keep the package and the next week you'll get 3 new sets of random perks. You can do this as long as you want until you get the perks you want, according they can drop for this weapon (each weapon has a specific perk table, you can find them on PlanetDestiny database)
